DISTRICT 1 CANDIDATES
Jimmy Clanton, Jr., is the city councilman for Stonecrest District 1. Councilman Clanton created the Best of Stonecrest Program. This program offers incentives for local businesses to provide the best possible customer experience. The program has provided free customer service training to many local businesses. Councilman Clanton currently chairs the Stonecrest Community Improvement District (CID) Advisory Committee, the Stonecrest Overlay Committee and serves on the Parks and Recs Advisory Committee. He formerly served on the Stonecrest Development Authority, Police Advisory Committee, Stonecrest COVID CARES Act Funding Steering Committee and the Metro Green Investigative Committee.
Tara Graves holds a Bachelor’s Degree in Business Management. She served 6 years in the military, worked over 10 years in healthcare finance and 15 years in Real Estate. As a 30-year resident of DeKalb County, Tara has set up different projects within The Parks of Stonecrest. She understands the issues and challenges that our community faces. As a natural go-getter, Tara is ready to bring accountability, trustworthiness, and proactive leadership that the community of Stonecrest deserves. Her major goal for Stonecrest is to make it one of the most desirable cities in Dekalb County by building a better platform.
Kwabena “Cubby” Nkromo has been a dedicated community activist and builder since his teenage years in Boston. He studied Plant & Soil Sciences at Tuskegee University and Agricultural Economics at Clemson University, but is a self taught Food Systems Planner. Some of Cubby’s career roles have included serving as the Community Builder for Family Economic Success with the Annie E. Casey Foundation’s Atlanta Civic Site, Organizer with the Housing Justice League (formerly Occupy Our Homes Atlanta), AmeriCorps tutor for geometry at Carver High School in Atlanta, representative of The Food Commons in Atlanta, and Chef Instructor at Pine Street Inn. He is the Founder of
Atlanta Food & Farm PBC (AF2GA). “Farmer Citizen” & Politics Cubby was born in Boston MA within his beloved home neighborhood of Roxbury, but has spent much of his adult life in the cities of Atlanta GA and Houston TX. He expressed his early civic orientation by running for and being elected as Chair of Neighborhood Planning Unit T (NPU-T) in Southwest Atlanta (2008). He went on to run for GA State Representative (District 57) in 2012. Cubby’s current public service goal is to be elected to the District 1 seat of
the Stonecrest GA City Council.
DISTRICT 3 CANDIDATES
Mrs. Jazzmin Randall Cobble is honored and excited to serve as the District 3 City Councilwoman for the City of Stonecrest. As a fellow resident, she has a vested interest in seeing that each generation in the City of Stonecrest has the representation, resources, and services to enjoy life. Ensuring that the city can directly provide these simple yet necessary elements to its residents is of the utmost importance to her. During her first term on City Council, Councilwoman Cobble has built a reputation for being a strong voice for her constituents while also demanding fiscal responsibility and accountability from the city administration. During her term, Councilwoman Cobble has focused on community clean-ups, District 3 community committees and partnering with the local elementary school. District 3 collaborated with Keep DeKalb Beautiful and adopted the streets that border her council district. Stonecrest Code Enforcement services have been instrumental for District 3 in cultivating a safer and cleaner community. In 2019, she created her signature, annual community event, "D3 Screen on the Green and Entrepreneur Expo" featuring both youth and adult entrepreneurs in Stonecrest with free food, live DJ, children’s activities, live performances by resident artists and a family-friendly movie in the park to culminate the evening. Councilwoman Cobble has also served as the chairwoman of the Finance Committee of the city. She worked closely with the city manager, accounting manager and internal auditor to ensure that contracts and purchases were compliant with state laws and city policies. Jazzmin holds a Bachelor of Arts in Psychology from her beloved alma mater, Albany State University. She also holds a Master of Public Administration with an emphasis in Government and Nonprofit Management from DeVry University. Additionally, she holds certifications from the State of Georgia in both Procurement and Fiscal Management. Jazzmin has served in state government for over 10 years through various state agencies. Currently, she serves this great State of Georgia as the State Director of Fleet Management. She and her team are responsible for policy creation, data collection, auditing, education, guidance, and overall program compliance for over 20,000 state assets. Immediately preceding that position, Jazzmin served as the Operations Manager for the Department of Audits and Accounts. Jazzmin is a member of the Albany State University National Alumni Association (also DeKalb Alumni Chapter), DeKalb Chapter of the NAACP, DeKalb County Democratic Party Post Seat Holder HD 91, DeKalb County Young Democrats, as well a member of Alpha Kappa Alpha Sorority, Inc. just to name a few. Professionally, she serves as the President of the National Conference of State Fleet Administrators, WEX, Inc. Advisory Board Member, a member of the National Association of Fleet Administrators and Government Fleet. She and her husband are the proud parents of one son. The Cobbles have been residents of Stonecrest (formerly unincorporated Lithonia) for the past 10+ years.
My name is Herbert Woods I moved to Atlanta in July of 2014 bought a home in Stonecrest District 3 in October of 2018. My mother has lived here for 40 years she is 92 years
old with my stepfather. I have a son and daughter who live here in Atlanta 2 grandchildren 5 and 14 and two granddogs I was born in Chicago Ill, and raised in a small town called Morgan Park. this was a very unique town this was my vision of a small black community were you had everything there that you needed in a small city. I will explain, Savings and Loan Bank owned by a black man, Grocery Store owned by a black family, Music Shop owned, by black family Currency Exchange owned by black man, Gas Service Stations owned by black family and I can go on and on. It was a clean community were you had at less 3 economical group of people living in the same community. My Dad had a business in this community my mother was a Crossing Guard went back to school to become a teacher. This is were I get my drive from never give up
Alecia Washington is known for her unselfishness and devotion as a community servant and community leader for the past 15+ years in the City of Stonecrest and surrounding areas. Washington has been called the ‘Mother of The Neighborhood’. Neighbors call what Washington does as simply ‘good work’. She serves a diverse group of residents – young, old; black, brown, white; male and female. Residents are unbelievably moved and humbled at the incredible generosity and heart Alecia shows through her community outreach programs. Programs include: providing food, clothing & shelter; living wage employment, child enrichment and economic development. She has counseled, mentored & volunteered. She works hard, is compassionate and has her finger on the pulse of what the people want.

Trusted Educator Runs for Re-election of Stonecrest District 5
Tammy L. Grimes, a veteran educator, working mother and longtime community leader is the current District 5 councilwoman in the City of Stonecrest. A 34-year resident of DeKalb County, Grimes works in the school system and worships in her community. A faithful member and volunteer at New Life Church, she is also the Co-President of her homeowners’ association, a board member of the Simba Foundation, and a proud member of Delta Sigma Theta Sorority, Incorporated.
Grimes is a firm believer in the knowledge that relationships matter. She is a true servant leader and is genuinely concerned about people.
Grimes and her husband Reginald will have been married for 32 years as of September 23rd. They were partners in a successful venture that led to the development of The Estates at Trinity Village, a family-oriented community in Stonecrest, where they raised three children: their eldest, Reginald II, and daughters Taylor and Tylar – all of whom attended DeKalb County schools.
Grimes is well-known in her community and beloved by her former students, parents and colleagues. She has served the DeKalb County School System for over 26 years. Grimes received her B.A. degree in Marketing from Clark College and her M. Ed. in Educational Leadership from Georgia State University.
She is seeking re-election on November 2nd for the District 5 Council seat, as she is looking forward to……

Since moving to Georgia in 2006, Dr. Barbara Hall has lived in the city of Stonecrest. She has been a member of New Birth Missionary Baptist Church in Stonecrest for over fourteen years.
Dr. Hall is a retired Police Detective from the Fresno Police Department, Fresno, California. While working with the police she became a detective. She worked in financial crimes, child abuse, sex crimes domestic violence specialty units. She also was active in the Drug Abuse Resistance Education program with children, the Police Activity league and on the Honor Guard. She is married to Dr. Fletcher Hall, a retired Highway Patrol officer. They have two adult children an adult grandson and a new baby great-granddaughter.
Dr. Hall is a strong believer in community involvement. She was elected Treasurer in the early years of her subdivision forming their Homeowners Association and serves as Treasurer now. It is evident her involvement reaches other communities by her participation in the outreach efforts of her church. These efforts include preparing meals to feed 5,000 persons, feeding students during the summer break, giving shoes to returning students, and assisting in toy drives for children during the Christmas holidays. Dr. Hall donated and helped serve Christmas dinner to local Law Enforcement in District 5 in recent years.
Dr. Hall was there when the city was being formed, attending many meetings before and after Stonecrest became a city. She was on the Police Advisory Board for the City of Stonecrest and would like to see and be involved in the growth of Stonecrest.
Dr. Barbara Hall received her Doctor of Ministry, Bachelor, and Master of Arts in theology from Life Christian University, Tampa, Florida. She is an elder and teaches classes at New Birth Bible Institute. Dr. Hall is the Dean of Admission at Living Water Bible Seminary, where she has taught numerous theology courses and facilitated life-coaching classes. She also has a master’s degree in public administration. This education will help in understanding the laws and procedures behind public government service and city council possibilities and limitations. Her commitment to continuing education gives her current information and cutting-edge training to share with Stonecrest as it becomes the smart city of the future.
When elected to District 5 as the City Council member, Dr. Hall will continue to focus on what matters: achieving results that will ultimately benefit the residence of District 5 and the City of Stonecrest. She will focus on public safety, economic development, achieving the goals of the Stonecrest Comprehensive Plan and making Stonecrest a sought-after leading city in Georgia. Dr. Hall is the author of a book entitled, Forever Forgiven. She believes in exhibiting “Unwavering Faith with Extraordinary Effort”. This belief will be lived out by her in “Cultivating a Sense of Community and Promoting Economic Growth” as a member of the City Council.
Greetings my name is Ryan Gallagher I am an entrepreneur and a recent two time college graduate with aspirations of becoming a lawyer in the near future. I have been a resident of Dekalb county, specifically lithonia for over 22 years and I absolutely love my community and I want to see it prosper. I attended Arabia Mountain High school where I was blessed to receive the opportunity of not only obtaining my High School diploma but also an Associates degree in Network Administration. Obtaining a specialized skill and degree at an early age helped me learn the importance of education.
I continued my studies at the world renowned historically black college Texas Southern University where I majored in Political Science with a dual minor in Spanish and computer science. There I would learn about the building blocks of government and what it means to come together as a society to promote the greater good. Politics has always been a passion of mine as well as helping the community to be the best they can be. Words can not express how happy I am to potentially be in a situation where I can impact and help others that I would not have been able to reach before.
If I were so fortunate to be elected as a Stonecrest City councilmen I swear to uphold the laws of our city charter and constitution. I want to promote new business moving inside the city to generate more revenue and stimulate growth inside our economy. I will support our local schools and hope to generate new youth programs to enrich our residences' lives. I will work to ensure that our local government has positive effects on our quality of life and is transparent with the citizens of stonecrest. With your help I hope to make Stonecrest the greatest city in America!
