Background

Philanthropist and businessman Bill Allen is redeveloping the 125,000 square feet Target near Stonecrest Mall (Dekalb County) and calling it the New Black Wall Street Market. It will feature more than 100 minority-owned businesses. The market will feature a diverse food court, multiple art galleries, high-end. restaurants, jazz club, office space, and more.
